June 2007: We have entered the age of "Big Brother" in Milwaukee County. Ceridian DOES have the ability to monitor everything you are doing on the computer every 6 minutes throughout your workday from the time you sign on to the system until the time you sign off. It checks your productivity by monitoring the amount of time you have spent on the computer and has the capability of monitoring EVERY website you visit and how long you were there.
Some of you have already noticed the web filter the County has placed which prevents you from going to any website that management has not approved as a necessary part of your job duties. If you have a specific reason for using a website, you must "prove up" to management the reason you need this site and then management will decide if it is truly necessary to your job. Even allowed websites are restricted to prevent you from "surfing" to one that is not approved. If your computer has not been filtered, rest assured it will be soon. We anticipate a sharp rise in disciplines regarding violations of the County's computer use policy.

Be aware that you are being subjected to electronic monitoring via the computer and that many Departments have, or will soon have, cameras installed to monitor activity in common work areas. Cameras will record your activities throughout the day by showing how much time you are at your workstation and how much time you are not. These will not be cameras in individual cubicles but will be set up to monitor work areas.
You need to also be aware that there are numerous court cases on record which allow electronic surveillance in the workplace as a management tool and for security purposes. The court decisions basically state that if the company is paying you for 8 hours worth of work, they have a right to know if you are performing the work they are paying you to do. The problem for members of our local is that many of them are being paid to be away from their workstation to interview, do home visits, take care of patients, transport participants, appear in court and numerous other daily tasks. Make sure you complete your logs of daily activities as required because you will be held accountable and subject to discipline if you cannot prove you were legitimately away from your workstation. The only way we will be able to fight them is to prove you were engaged in the business of the County.
Ceridian is about to "go live" so for those of you who do not have a time clock to punch in on, please remember to complete your Ceredian time sheets daily and to remind your supervisor if you will not be in the agency at the end of a pay period to sign your Ceredian time card. For those of you who do not have Direct Deposit, the time is at hand to go and get a bank account and see your Human Resources Rep to sign up for Direct Deposit. Paper checks must be issued from Ceredian headquarters in Texas and will not be mailed in time for you to receive it on your normal payday. We are "gearing up" in anticipation of payroll errors and missing checks, so please help us by being diligent in monitoring your current sick time, vacation, personal time and any other accumulated times, as well as your current pay rate. The County and Ceredian are rushing to bring this system online before there is any additional waste of money and if you don't have a record of what they owe you in both time and money, we will have a tough time proving what you may lose in this process and recovering anything lost.
